Despite being procured and stored since November, doses of the human papillomavirus vaccine meant for adolescent girls in Mumbai remain unused, with civic authorities yet to issue the final operational directions needed to begin inoculation.
Officials from the Brihanmumbai Municipal Corporation said the delay has nothing to do with supply constraints. The vaccines have been delivered, checked, and kept under recommended cold-chain conditions. What is pending are clear internal norms on how the shots will be administered across civic health facilities, including the identification of centres, staffing arrangements, consent protocols, and record keeping.
The HPV vaccine is intended to protect against strains of the virus linked to cervical cancer. Public health specialists have long stressed that early vaccination, ideally before exposure to the virus, offers the strongest protection. The current plan targets adolescent girls through municipal health centres and schools, though the final delivery framework is still under discussion.
Civic officials indicated that guidelines are being aligned with state-level instructions and existing immunisation programmes. This includes clarity on whether vaccinations will be offered only at select centres or expanded to a wider network of dispensaries and hospitals, and how follow-up doses will be scheduled.
Health activists have expressed concern that administrative delays could blunt the impact of the programme, particularly at a time when awareness around cervical cancer prevention is growing. They argue that with vaccines already in stock, postponing the rollout sends a mixed message on public health priorities.
The civic body, however, maintains that the pause is meant to ensure uniformity and avoid confusion once the programme begins. Officials said the rollout would be announced only after all operational details are finalised, so that beneficiaries receive the vaccine smoothly and without disruption.
For now, the HPV shots remain ready but unused, as Mumbai waits for the final green light on how and where they will be administered.
